Traffic Court Records in Jay County
Portland City Court handles Jay County's city traffic and ordinance cases. The courtroom sits at 1616 N Franklin Street, Suite B, Portland, Indiana 47371. Call 260-726-3358 with questions. Judge Donald C. Gillespie presides, per the state directory. The directory lists one fax number, but the city page lists another. Fax only after calling.
MyCase offers a Jay County - Portland City Court selector plus a wider Jay County option. The citation, the charge, and the plea all live in that case file. So do hearing settings and court costs. A payment screen is not the full traffic docket. Even a paid ticket deserves a case-summary search. What the court recognizes is the recorded result, not a payment receipt.
Jay Traffic Records at Portland
Portland's own procedure explains the response fork. It also covers the local penalties that follow. For a Portland citation, that page beats any statewide generalization. It spells out how to admit or deny and what each path costs. View the official Portland City Court traffic procedure.

That court page ties local instructions to the Jay County traffic record itself. It also hands you the direct office line when a docket search or fine schedule leaves a ticket question open. Call when the screen runs dry.
How to Look Up a Traffic Ticket
Type the citation number exactly as printed. MyCase takes a citation number, case number, or cross-reference number on its case tab. Fields cap at 30 characters. You pick one route at a time. Select Jay County - Portland City Court for a Portland municipal citation. Set category to Criminal & Citation. Set status to All, Open, or Closed as needed.
- Read the complaint or summons and identify the issuing court and citation number.
- Search MyCase with the exact citation number and correct Jay court filter.
- Try the case or cross-reference number if the citation route returns no match.
- Call Portland City Court or visit its counter when a new ticket has not posted.
- Keep the appearance date from the summons and confirm any changed setting with the court.
Jay County offers no countywide citation portal of its own. Ticketed outside Portland? Confirm with the town office or the Jay Clerk which court holds that record, since Portland does not hold every case in the county.
Jay Traffic Records and PayGov
Portland routes eligible ticket payments through PayGov. The service asks for the ticket or UTT number before it will take your money. Paying there settles an eligible ticket. It does not work as a general docket search. It never proves a court date was canceled. For anything beyond payment, the Jay County traffic docket still runs through the clerk.
Open Portland's official PayGov payment entry to see the payment page itself.

A transaction screen and a MyCase court record answer different questions. Keep your payment receipt, then check the docket when you need the recorded disposition confirmed.
Finding Your Traffic Court Date
Your appearance date is on the complaint. It may also be on the summons the officer handed you. That date stands unless the court moves it. MyCase can list the court, date, time, judicial officer, setting, result, and later events. Jay is not a CourtCal node, so skip CourtCal for a live county calendar.
| Citation number | Enter the exact printed value, up to 30 characters, such as UTT citation number. |
|---|---|
| Court | Jay County or Jay County - Portland City Court. |
| Date and time | Appearance or hearing setting shown on the summons and case record. |
| Setting and result | Initial hearing, trial setting, scheduling event, or recorded outcome. |
| Status | Open, closed, or other system status, subject to court confirmation. |
Call the court whenever showing up matters. A later MyCase entry could be a reset, a notice, or a result rather than your current time to appear.
Jay Traffic Summons Controls
The summons is not just a receipt. It sets the response deadline and frames your first decision. Admit by signing the appearance, plea, and waiver, then pay through an accepted channel. Deny it instead and appear at the initial hearing. Portland assigns a trial date there.
Practical point: An online search failure does not extend the summons date. Call Portland City Court before the printed deadline if the record is missing.
Portland's page also lays out trial rights: counsel, confrontation, witnesses, proof by the State under the stated standard, and appeal. Those protections belong to the court process. Paying the ticket does not substitute for them.
Paying or Contesting a Ticket
Under Portland's procedure, payment equals admission. Denial pushes the case onto the hearing and trial track. Never pick either option based on a third-party balance display; follow the summons and the court's own instructions.
| Pay the citation | Deny the citation |
|---|---|
| Sign the appearance, plea, and waiver | Appear for the initial hearing |
| Pay the listed fine and costs by an accepted route | Receive a trial date from the court |
| Use online, mail, office, or phone payment when allowed | Contact the court about procedure and attendance |
Mail payments must be a money order or cashier's check made out to Portland City Court. Enclose the summons plus a self-addressed stamped envelope. Personal checks go back unpaid.
Missed response date: Portland states that each unpaid ticket receives a $25 late fee after the appearance date. Failure to appear or pay may result in suspension of driving privileges.
Jay Traffic Record Fine Schedule
Portland's fine schedule took effect July 1, 2023. Many listed infractions run $25 plus $139.50 in costs, totaling $164.50. Speeding 1 through 19 miles per hour over the limit carries a set rate. The price is one dollar per mile plus $139.50. Speeding 20 through 30 or more runs $35.50 plus costs. That total is $175. Seat-belt and child-restraint entries sit at $25.
Some charges demand an appearance: listed worksite, school-bus passing, suspended-driving, and no-insurance offenses. Anything unlisted, plus junk, abandoned-vehicle, or ordinance matters, needs a call to the court. Don't stretch the schedule to a charge it never names.
Court Traffic Record vs Driver Record
Two offices keep two separate files. Portland City Court or the Jay County Clerk holds the court case, while the Indiana Bureau of Motor Vehicles holds the licensing record. A court disposition can be reported to the BMV. Still, the two records do not swap.
| Point | Court traffic record | Driver record |
|---|---|---|
| Custodian | Portland City Court or Jay County Clerk | Indiana Bureau of Motor Vehicles |
| Shows | Citation, charge, plea, setting, judgment, and court costs | Separate state licensing history |
| Request route | MyCase, court counter, phone, or Clerk copy request | Official BMV driver-record route |
That distinction tells you which public record to request. It does not make the court docket page a driver-file service.
Jay Traffic Records from Dunkirk
Dunkirk does not run its own traffic court. A 2017 Portland special ordinance set up an interlocal arrangement instead. Under it, Portland City Court handles Dunkirk cases. It hears and disposes of Dunkirk ordinance violations, misdemeanors, and infractions that arise inside Dunkirk. The current state directory lists no separate Dunkirk court. This local route matters for anyone tracking a Dunkirk ticket in the Jay County court docket. Review Portland's official ordinance index.

That ordinance index holds the paper trail for the whole arrangement. Anyone holding a Dunkirk ticket should still confirm the current custodian and setting with the named court.
Fees and Copies
Traffic fines and copy fees are two different things. The Portland fine schedule covers what a case owes, not records. When a formal court-record copy is needed, the Jay Clerk's copy form lists one dollar per page plus three dollars per certified document.
| Item | Published charge |
|---|---|
| Jay court-record copy | $1 per page |
| Certification | $3 per certified document |
| Office card payment | 3%, $2 minimum |
| Phone card payment | 3.95%, $2.50 minimum |
| Internet card payment | 3.95%, $3 minimum |
Confirm the current total before paying anything. Contact the Jay County Clerk for a plain or certified case document, and contact Portland City Court for a ticket balance or payment method.
No Countywide Jay Traffic Portal
Jay County offers no countywide citation lookup or photo-enforcement portal. No published local deferred-disposition or defensive-driving option exists either. Those gaps matter. A searcher should not assume a program is offered. Nor should a searcher assume that PayGov searches every single county citation.
The fallback chain is short. Read the summons first. Search MyCase with the proper Jay court filter, then call the issuing court. Use the counter if the record has not posted yet. Redkey, Pennville, Bryant, and Salamonia have no separate courts in the current state directory. Their town offices or the Jay Clerk can point to the right ordinance custodian.
Keep the Jay court filter in place when a result goes missing. Try the citation, case, and cross-reference routes one at a time. A municipal case may sit under Portland City Court. A county matter uses the broader Jay County choice. If the docket entry still does not appear, the court can confirm two things. It can say whether the citation has been filed. It can also tell you which office holds the record now.
